The Opportunity

It started with a simple observation: a 0.46-acre parcel on 16th Street in Ogden with an aging home in an R-2 zone. To most buyers, it looked like a fixer. To a savvy investor willing to think bigger, it was a development opportunity hiding in plain sight.

The Vision

The investor came in with a clear mission: deliver affordable new housing to a growing Ogden market. Working alongside Luke Kennard of Absolute Foresight Enterprises as his development advisor, we mapped out a path to maximize the parcel.

The R-2 zoning allowed for subdivision. After a thorough analysis of Ogden City's group dwelling ordinance, we identified a path to develop four twin home units on the rear portion of the lot while retaining the existing home up front—five units total on less than half an acre.

The Work

The investor moved quickly. He acquired the property, renovated the existing single-family home to rent-ready condition, and engaged Hunt Day Engineering to develop the civil plans.

Luke navigated Ogden City's Planning Commission process, secured preliminary Small Lot Group Dwelling and conditional use permit approval on June 3, 2026, and assembled a complete due diligence package that included:

  • Geotechnical study
  • Survey and subdivision plat
  • Floor plans and architectural elevations
  • Civil plans
  • Final approval checklist

The preliminary approval included conditions for masonry, fencing, landscaping, utility coordination, and architectural differentiation on the twin home elevations. Each condition was documented and handed to the buyer as a clear path to final approval.

The Exit

With approval in hand, Absolute Foresight Enterprises launched a full marketing campaign across the MLS, Facebook builder and developer groups, and KSL. The response was immediate. Multiple written offers came in, and the project went under contract in five days.

Highwest Builders acquired the project for $499,300, creating a clean exit that rewarded the investor's vision and execution.

The Result

From acquisition to closing in just over six months—from February through August 2026—this project is a blueprint for thoughtful infill development in Utah's evolving housing market.
